On Wednesday, Opp Police Officer Phillip Joyner made a traffic stop on a
vehicle driven by Jeremy Scarbrough for a traffic violation. During the traffic
stop, Officer Joyner ran Scarbrough"s drivers license through Opp dispatch
and learned that his license was suspended. Dispatchers also informed
Officer Joyner that Scarbrough had a warrant though Pike County for
Violation of Probation. Officer Joyner asked Scarbrough and his passenger,
David Drinkard, if they knew a license driver that could come take possession
of the vehicle. Neither occupant could think of anyone.
Since Officer Joyner could not leave the vehicle abandoned, he decided to
have the vehicle impounded. Prior to the impound, Officer Joyner conducted
a vehicle inventory. During the inventory, Officer Joyner located two WalMart
bags containing two (2) boxes of Equate Suphedrine which contains pseudo
ephedrine and an unopened bottle of HEET Gas Line Antifreeze. Next,
Officer Joyner located a plastic Fred’s bad containing charcoal lighter fluid,
hydrogen peroxide, and coffee filters and a third WalMart bag that contained
distilled water. All of these items are commonly used in the manufacture of
methamphetamine.
"I appreciate Officer Joyner’s work on this case. He followed policy and
protocol which led to seizing these items. The root of all narcotic trade are
the dealers and manufacturers. These guys were either manufacturers or
taking the items to the manufacturer. Either way, this dope will never hit the
streets thanks to Officer Joyner." comment DTF Agent Paul Hudson.
Both Scarbrough and Drinkard were charged with Manufacturing a
Controlled Substance 2ndand Possession of Drug Paraphernalia. Bond on
each was set at $220,000. Scarbrough was also held without bond for the
Pike County VOP.
